Introduction
As envisioned by the work plan of WISTCIS project, the Kick-off Conference "Teleworking in Research, Medicine and Business" was organized in Kiev, Ukraine, on April, 19-21, 2001. The Kick-off Conference was funded by Information Society Technologies (IST) Programme of European Union (EU). The principal organizers of the Kick-off Conference were Earth Data Network for Education and Scientific Exchange (EDNES), National Technical University of Ukraine "Kiev Polytechnical Institute" (NTUU "KPI") and the Institute of Applied System Analysis (IASA) of National Academy of Sciences of Ukraine and Ministry of Education and Science of Ukraine. Other organizations involved in the Kick-off Conference were: Ministry of Education and Science of Ukraine, National Academy of Sciences of Ukraine, Ministry of Environmental Protection, National Commission of Ukraine for UNESCO, Ukrainian office for International Projects, Ministry of Heals Care of Ukraine. Grounds for the organization of the Kick-off ConferenceThe National Technical University of Ukraine "KPI" (NTUU "KPI") and the Institute of Applied System Analysis (IASA) were selected as the place for the Kick-off Conference. Both organizations were active participant organizations in STACCIS project, and NTUU "KPI" hosts Ukrainian WISTCIS Information Demonstration Center (IDC). The contract concluded by EDNES with the NTUU "KPI" and IASA became the grounds for activation of the preparatory stage of organization of the Kick-off Conference. The call for application to Kiev Kick-off Conference containing information about venue, programme committee, organizing committee, themes of the conference and EU and CIS organizations and projects invited, audience, general schedule of the conference, submission of abstracts and registration together with exhibition form and registration form, deadlines, accommodations, conference and exhibition fees, addresses and current accounts have been installed on the Ukrainian WISTCIS IDC Web-site as well as on WISTCIS major Web-site and were visible on the Internet (Annex 1). The opening session (10:00am-10:30am) started with the welcome speech of Professor J. Bonnin, the co-chairman of Programme Committee, President of EDNES, and Academician M. Zgurovsky, the chairman of Programme Committee, Rector of the NTUU "KPI". The speakers have stressed the important role of the Kick-off Conference for promotion of Information Society Technologies Programme to CIS telematics community. The special attention was paid to the fact that Ukraine has outstanding traditions in development of information technologies, founded more than 30 years ago by Academician V. M. Glushkov. The speakers also pointed out the great role of such organizations as DG IST - European Commission, and EDNES in dissemination of the newest achievements in the field of telematics all over the world. The first plenary session of the Kick-off Conference (10:30am-1:15pm) was focused on the European Commission, its Information Society Technologies Programme and possibilities for building new EU-CIS projects for IST. The second plenary session (2:15pm-4:00pm) was devoted to computer networking and teleworking in CIS countries. Then, during that day, three workshops took place (4:00pm-5:00pm). One workshop "Telemedicine" was held in the building of International Centre of Telemedicine. Two other workshops was held in the Ukrainian Distance Education Centre: one was focused on the problems of Distance Education, while the second was devoted to the development of the Ukrainian Research and Academic Network (URAN), linking educational and scientific institutions of Ukraine. Simultaneously, a poster session followed by discussion took place in the Academic Council Hall of the NTUU "KPI". Later (5:30pm-6:30pm) the seminar on practical teleworking "TELEWORKING 2001" was held. Next day (April, 20) the conference started with the Workshop "WISTCIS Training course on 5th Framework Programme of the European Commission by Pricewaterhouse Coopers (The Netherlands)" (9:30am-11:00am), two lectures were given. The workshop was followed by plenary sessions. The third session (11:30am-1:30pm) was aimed at the discussion on results of telematics applications in research and environmental studies. The forth session (2:30pm-5:00pm) was focused on teleworking in business and electronic commerce. Then (5:30pm-6:30pm) the seminar on virtual presence and CoBrow collaborative browsing toolkit was held. On the third day, April, 21, the conference started with the continuing workshop "WISTCIS Training course on IST Programme by PricewaterhouseCoopers (The Netherlands)" (9:30am-11:00am), next two lectures were given. Then the fifth plenary session of the conference took place (11:30am-2:00pm), devoted to Telemedicine. Then (3:30pm-4:00pm) the continuing workshop "WISTCIS Training course on IST Programme by PricewaterhouseCoopers" was finished with the discussion and evaluation of the training course by the trainees and conference participants. After that (4:00pm-5:00pm) the final plenary session with the decision-making took place. At all the sessions, workshops and seminars the up-to-date facilities, such as multimedia and overhead projectors, computers with good Internet connection (the bandwidth of channel was 128 kbps), were at the disposal of lecturers and other participants of the conference. The simultaneous translation from English to Russian and from Russian and Ukrainian to English also was provided. The scientific programme of the conference was extremely intensive. The additional programme included the excursion "Kiev in the Evening" (April 20), the welcome party (April 18) and the official Conference dinner (April 19). The audienceThe Kick-off Conference audience was formed as a combination of representatives of Ukrainian business, medical and research communities including teachers, undergraduate and graduate students of Ukrainian universities. The conference was also widely advertised in all the seven CIS countries participating in WISTCIS.
The audience of the conference also included people (mainly students and teachers of the NTUU "KPI") who attended the plenary sessions of the conference but did not register as participants. The Organizing Committee of the Kick-off Conference
The Programme of the Kick-off ConferenceThe programme of the Kick-off Conference was elaborated after a series of work meetings of the Programme Committee. The decision was made to make the Programme very intensive. The first plenary session of the Kick-off Conference took place at 10:30am-1:15pm in Academic Council Hall of NTUU "KPI". The topic of the session was "European Commission and its Information Society Technologies Programme. Building new EU-CIS projects for IST". Four lectures were selected for this session: R. The idea was to exhibit the basic goals of DG Information Society European Commission, its main programmes, to give detailed information about WISTCIS project, and, on the other hand, to show the current state of development of information technologies in Ukraine. The session proved the actuality of WISTCIS activities to Ukraine - the country that faces now a great requirement in application of telematics to various spheres of life, especially, to environmental protection, medicine, scientific research, education. The session also outlined some topics of further activities in the framework of the kick-off conference. The second plenary session took place at 2:15pm-4:00pm in the Academic Council Hall of NTUU "KPI" . The topic of the session was "Computer Networking and Teleworking in CIS Countries". In this session the achievements, successes and problems of the CIS countries in the field of development and implementation of telematics applications were presented and discussed. The lectures given at this session were: V. Vasenin (Russia) "Computer networking and telematics applications in education in Russia"; The lecture of Prof. V. Vasenin has attracted an attention of the audience. Russian Federation currently holds leadership in development of telecommunications infrastructure among CIS countries, and other CIS countries are greatly interested in gaining experience of such development. The session showed the current state of implementation of telematics in CIS countries. Then, according to the kick-off conference programme, three workshops took place (4:00pm-5:00pm). The workshop "Telemedicine" was held in the building of International Centre of Telemedicine. The chairman of the workshop, Prof. A. Poida showed the latest achievements of the Centre and its telecommunication facilities. The on-line communication with the National Medical University was demonstrated.
Two other workshops was held in the Ukrainian Distance Education Centre. The first one, "Distance Education", attracted the great interest of telematics community. The workshop caused an active discussion on the problems of distance education. All the participants noted the good equipment of the Ukrainian Distance Education Centre and focused on the problems of certification and international recognition of the distance courses. The other workshop was devoted to the development of the Ukrainian Research and Academic Network (URAN) connecting educational and scientific institutions of major cities of Ukraine, such as Kiev, Kharkov, Dnipropetrovsk, Odessa, Lviv. The prospects of the further development of the URAN were discussed. Simultaneously, a poster session followed by discussion took place in the Academic Council Hall of the NTUU "KPI". The detailed programme of the poster session is given in the Annex 3. The Seminar on practical teleworking "TELEWORKING 2001" was held in the Scientific Council Hall at 5:30pm-6:30 pm. The chairman of the seminar, J.-C. Marot (France), made a detailed presentation of different kind of Telework, showed it on a number of examples, discussed the advantages and shortcomings of such kind of work, and also pointed out some problems arising with teleworking. J.-C. Marot is the author of WISTCIS manual on EU-CIS teleworking. The manual was disseminated among participants of the kick-off conference. The second presentation was made by S. Smaguine about concrete examples of teleworking. In this presentation some specific problems of teleworking in CIS countries were discussed. After the two presentations an active discussion started. The results of the discussion and the evaluation of WISTCIS manual on EU-CIS teleworking are given in the section "6.1. Evaluation of the Manual "TELEWORKING 2001" by J.-C. Marot." The programme of the next two days started with the continuing workshops "WISTCIS Training course on 5th Framework Programme of the European Commission by PricewaterhouseCoopers (The Netherlands)" delivered by E. De Vries and J. Slok. The programme of the workshop consisted of the introductory lecture, given at the first plenary session of the kick-off conference, the following four lectures:
and the final discussion and evaluation of the training course. The results of the evaluation are given below in the section "6.2. Evaluation of WISTCIS Training Course on 5th Framework Programme of the European Commission by PricewaterhouseCoopers (The Netherlands)". The workshops attracted very large audience and great interest of telematics community of CIS countries. The third plenary session of the kick-off conference "Telematics in research and environmental studies" was held in the Academic Council Hall of NTUU "KPI" at 11:30am-13:30pm on 20 April, 2001. For the session the following lectures were selected: J. P. Massue (France, Council of Europe) "EUR-OPA telematic system for prevention of natural disasters consequences"; The questions of environmental protection, ecological monitoring are of great importance for Ukraine as well as other CIS countries. The situation is being redoubled by Chernobyl catastrophe, the consequences of which continue making their harmful influence on the ecology of Ukraine, Belarus, Russia, Moldova and some other countries. On the other hand, this situation intensifies the development of telematics applications, GIS-technologies, virtual reality simulation to overcome the inadequate state of ecology. The session showed the development of results, obtained earlier in STACCIS project. The next (the fourth) plenary session was entitled "Teleworking in Business and Electronic Commerce". Seven contributions were presented at this session: N. Gusak (France) "E-commerce development and implementation in today Business"; The contributions covered the wide frame of problems of teleworking and e-commerce. The greatest attention was paid to the lectures of N. Gusak (France) and S. Smaguine, that caused the discussion around the problems and peculiarities of e-business in CIS countries. At 5:30pm-6h30pm the Seminar "Virtual Presence and Collaborative Browsing Toolkit" took place. At the seminar Dr. K. Richter (Germany) delivered a lecture about CoBrow principles. After the lecture, an on-line demonstration was held. The possibilities of CoBrow toolkit were demonstrated on the examples of the Web-sites of University of Ulm (Germany), University of Freiburg (Germany) and WISTCIS project Web-site (Russia). The demonstration was successful and caused a strong interest to the possibilities of this toolkit. The results of evaluation of CoBrow principles and realization are given below in the section "6.3. Evaluation of CoBrow collaborative browsing toolkit".
The fifth plenary session "Telemedicine" took place at 11:30am-2:00pm. Eight lectures and short contributions were scheduled at this session: A. Poida (Ukraine) "Telemedicine: status and perspectives of its development in Ukraine";
In the afternoon, at 4:00pm-5:00pm the Final plenary session took place. In their speeches the key persons of the Programme Committee emphasized that since the STACCIS demonstration Workshop held in Kiev in 1999, Ukraine made a significant step ahead in development of telecommunications and implementation of information technologies into various fields of life. Kick-off Conference has provided an opportunity to elaborate the main problems and perspectives of teleworking in research, environmental protection, medicine, business and education in the European CIS countries. | ||||||||||||||||||||||||||||||||||||||||
ResultsThe organization of WISTCIS Kick-off Conference has shown that Ukraine is on a stage of drastic development of telecommunications. In comparison to STACCIS EU-UNESCO demonstration workshop held in Kiev and Chernobyl at February 1999, the situation with Internet connectivity, development of digital telephone stations, optic fiber communication lines, Internet and other telecommunications service providers was improved significantly. Yet, Ukraine stays behind Russia on the way to information society. The workshops held in the Framework of the kick-off conference promoted the formation of professional communities of specialists in telemedicine, distant education, teleworking, comprising representatives of the European CIS countries, attracted their interest to the latest EU achievements, showed European standards of implementation of informational technologies. It was noted that in many cases the contacts between CIS countries are insufficient and need intensification. Evaluation of the Manual "TELEWORKING 2001" by J.-C. MarotTeleworking is a new kind of implementation of information technologies. It gives promising possibilities of new forms of EU-CIS cooperation. Simultaneously, teleworking brings a number of new problems that were not faced before. Within the framework of WISTCIS project J.-C. Marot compiled an introductory document on teleworking "EU-CIS TELEWORKING 2001". The document actually is a comprehensive manual, answering all the questions of specialists who are interested in the scope or study the possibility of starting some kind of teleworking. The manual reflects such topics as definitions, the various forms of teleworking, a brief history, necessary equipment and facilities, the state of the art of teleworking in Europe, advantages and disadvantages of teleworking, a number of examples of teleworking, in particular, between EU and CIS countries, bibliography and European telework sites. Extremely interesting section of the manual devoted to introducing teleworking into an organisation. The manual also contains test for self-evaluation of different kind of potential teleworkers: Are you ready for teleworking? The discussion started at the kick-off conference after the presentation of the manual showed that the manual is extremely timely for CIS countries and Ukraine in particular. CIS countries possess serious potential for teleworking, the development of telecommunications gives the necessary basis and the interest to such kind of work is drastically grows at present. Evaluation of WISTCIS Training Course on 5th Framework Programme of the European Commission by PricewaterhouseCoopers (The Netherlands)The main objectives of training activities in the framework of WISTCIS project included design, testing and dissemination of training courses in English and Russian for the CIS audience on the history and existing structure of the European Commission with emphasis to Fifth Framework Programme (FFP), and on Information Society Technologies (IST) Programme for the CIS audience. Two training courses were developed under the leadership of PricewaterhouseCoopers (PwC), The Netherlands. Center of Geophysical Data Studies and Telematics Applications (CGDS), Moscow, Russia, assists PwC in the preparation of Russian version. The courses showing the opportunities in new methods of work and teaching the potential CIS applicants how to find EU partners, to build a project and submit applications to IST (including electronic submission with digital signatures), as well as how to organize management of the projects. Financial, accounting and auditing rules and procedures of IST are included in the course, as well as logistic matters required for operating in the Information Society. The first course on the European Commission (EC) and its Fifth Framework Programme (FFP) devoted to goals, objectives, general structure and programmes of the EC. It explains the place and the role of the DGs in the EC structure, interior structure of the relevant DGs, as well as indicate the roles of completed TAP, IST and other relevant programmes (i.e., TACIS). The course explains the opportunities that FFP opens for EU-CIS team work. The second course on IST Programme includes: priorities, goals, objectives, structure, key actions and action lines of IST, types of proposals to IST and electronic submission software for preparation of proposals; how to find potential EU partners; CoBrow toolkit for searching partners; how to prepare applications to IST in the most efficient way, evaluation criteria; financial, accounting and auditing rules and procedures for IST projects; logistic environment required for operating in the Information Society; IST support measures, coordination arrangements and related measures. At the Kick-off Conference the introductory lectures in English representing and advertising the training courses were delivered. The courses attracted great attention of the audience and caused active discussion. The discussion resulted in positive evaluation of the courses. The courses are well designed, thoroughly elaborated and are extremely valuable for audience in CIS countries. The further development of courses of great importance to the CIS audience is making the lectures available for wide audience via WISTCIS IDCs and making them available in Russian. Evaluation of CoBrow collaborative browsing toolkitThe project "Collaborative Browsing in Information Resources Tools and Services" (CoBrow) is aimed to bring together users of the WWW. CoBrow provides Virtual Presence in the Web - i.e. Web-users are able to see each other on Web-pages. CoBrow offers a versatile toolbox for building diverse meeting scenarios on the WWW. The meetings are generated dynamically on the base of concept of vicinities. A vicinity describes a measurable nearness of users to each other. We can assume users of the Web to be in a vicinity when they have requested documents on the same WWW server or just any document on the WWW in the same timespan. Several methods of establishing vicinities between users of the WWW have been studied. CoBrow finds other persons browsing the same page or pages in your vicinity. It transforms the Web into a virtual space where people meet on Web-pages. After establishing temporary groups of users based on their transient vicinity, CoBrow gives them means of communication from a simple chat tool to a full fledged tele-conferencing and application sharing system. Internet telephony can be started by a simple click on the other person's icon. According to traditional technology, many Web-users are browsing the same pages at the same time, however they do not notice each other, because they cannot see anybody. CoBrow makes the other users visible; it shows the icons and names of those in the vicinity. CoBrow offers significant advantages in comparison to traditional dedicated forums and chat rooms. Web-users can meet on every page. CoBrow extends WWW servers. The software is added to existing Web-sites, while the document database remains untouched. CoBrow does not require software installation at clients. The user interface of CoBrow is simple and intuitive. All these features make CoBrow very promising in organizing new generation of online newspapers, virtual stores and many other types of Web-sites. Customers will talk to each other. Sales persons will notice customers entering the virtual store. Content providers will get really close to their customers. CoBrow may be implemented at Web-sites intended for professional communities. Definitely, it should be installed at WISTCIS IDC's Web-sites. Further development of CoBrow should include its adaptation to national languages, especially Russian as the language of international communication in CIS. During the demonstrations serious problems with proxy servers were noticed, i.e. at present CoBrow does not work for users who are behind a proxy server. Solution of this problem is important to users from CIS countries, because for a number of reasons the most of the users connect to the Internet via a proxy server. | ||||||||||||||||||||||||||||||||||||||||
ConclusionWISTCIS Kick-off Conference "Teleworking in Research, Medicine and Business" the first Conference in the framework of WISTCIS project, was held at 19-21 April 2001. The conference was aimed to present the main tasks of the WlSTCIS project funded by DG IST European Commission and coordinated by EDNES; to spread information and knowledge about new telematics products and technologies worked out in EC and CIS countries and Information Society Technologies Programme potentialities. The audience of the Kick-off Conference has included university professors and tutors, students and postgraduate students, especially those who are involved in distance education and training; environmental scientists and geoscience specialists; specialists in telemedicine; scientists and engineers in applied mathematics and statistics, computer sciences, electronics and telecommunications; telecommunication service providers and database holders; telematics users, developers, and vendors of computer hardware and software. The Kick-off Conference was designed with the objective of encouraging maximum interaction and activity among participants. Trying to achieve this goal, the following elements have been held: plenary and posters sessions, seminars, workshops, demonstrations and discussions. Plenary sessions were devoted to provide different views about the concerned theme from the invited keynote speakers. Demonstrations introduced the products, prototypes or projects that show either on-line or off-line, the design issues, function, etc. in a real way. The poster session gave an opportunity to advertise the new products and innovations in a permanent way during the Kick-off Conference. The workshops promoted formation of professional community comprising representatives of CIS countries and EU. The Kick-off Conference have promoted the achievement of such WISTCIS objectives as: Active discussions during all the plenary sessions, workshops and seminars of the kick-off conference have shown that such meetings play an extremely important role in coordinating efforts of the CIS countries to develop the information society. The continuous and significant efforts of DG IST European Commission to dissemination of the new knowledge and telematics technologies and products lead to growing interest of community of CIS countries in European products, develop the market of such products in East Europe and CIS, set basis for further EU-CIS cooperation with mutual benefits. One of the most prospective fields is the teleworking in its various kinds. The whole programme of WISTCIS Kick-off Conference "Teleworking in Research, Medicine and Business" may be estimated as successful. Annexes
